Tennessee does not appear to have nicotine-pouch-specific restrictions beyond the federal baseline (see below). Possession and retail sale to adults 21 or older are generally allowed, including online purchase from licensed sellers that ship to Tennessee.

Federal baseline (applies in every state)

Two federal laws set the floor nationwide and apply in Tennessee:

• Tobacco 21 Act (2019) — minimum age 21 for the sale of all tobacco and nicotine products, including nicotine pouches, with no state-level grandfathering exceptions.
• PACT Act of 2009 — regulates mail-order tobacco and nicotine products. Online retailers must verify buyer age, require adult signature on delivery, and register with the ATF and applicable state tax authorities.
• FDA marketing authorization (PMTA) — separate from state legality, the FDA requires PMTA review of nicotine pouch products. As of May 2026, all 20 ZYN SKUs and 6 on! PLUS SKUs are authorized; most other brands have applications pending or not submitted.
