US vs EU Nicotine Pouches: Strength and Price, Updated Monthly

Half the nicotine pouches on a major EU shelf are over 12mg; none of FDA's 43 authorized US pouches are. Monthly EU price and strength data from the DarePouch EU Pouch Index.

By Sarah Chen

TL;DR

Europe and the US sell very different nicotine pouches. On the shelf of DarePouch, a European marketplace with around 60 brands, 49.6% of nicotine pouches on sale in October 2026 were stronger than 12mg per pouch. On the US side, none of the 43 products on FDA's authorized list go above 12mg; the strongest is ZYN Ultra Smooth at 11mg. The median EU shelf price was €5.26 per can, or €0.40 per mg of strength. We refresh this page after each monthly snapshot.

In one sentence: the typical pouch on a big European shelf is far stronger than anything FDA has authorized in the US.

What the EU numbers show

The DarePouch EU Pouch Index reads the prices and strengths of every product on one marketplace's shelf on the 1st of each month. DarePouch runs a single euro price list for all of its European markets, so the index is one EU figure rather than a country-by-country breakdown.

Median shelf price per can in euros, tax included, one can, before volume discounts. Price per mg is the price of one can divided by the nicotine strength of one pouch: a like-for-like way to compare a 6mg can with a 20mg one, not the cost of each milligram consumed. Strength shares cover nicotine products only.Source: DarePouch EU Pouch Index, snapshots taken on the 1st of each month. One retailer’s shelf, not the whole EU market.

Three things stand out across the first three snapshots:

  • High strength is the norm. Products over 12mg made up between 49.6% and 53.2% of the nicotine range each month. Pouches under 6mg were only 6.4% to 6.6%.
  • Prices moved up in October. The median can rose from €5.04 in August and September to €5.26 on October 1.
  • Price per mg is steady. The median stayed between €0.386 and €0.400 across the three snapshots.

The US picture

In the US, FDA's list of authorized nicotine pouch products, current through August 21, 2026, has 43 products from two companies' brands:

  • ZYN: 20 standard products at 3mg and 6mg, plus 11 ZYN Ultra products at 9mg (and one at 11mg)
  • on!: six products at 2mg and 4mg
  • on! PLUS: six products at 6mg and 9mg

That puts 37.2% of authorized products under 6mg, 62.8% between 6mg and 12mg, and none above 12mg. Our FDA PMTA Tracker lists every one of them, and the authorization scorecard breaks down who holds them.

Stronger pouches are sold in the US by brands that are not on FDA's list; FRE, for example, sells 12mg and 15mg cans, and ZAR sells 16mg and 35mg. Our brand strength chart and strongest nicotine pouches guide cover the wider US market.

Why we don't compare prices

A fair price comparison needs both sides measured the same way: the same kind of shelf, read on the same day, with the same definition of price. We have that for the EU through DarePouch, but not for the US. Rather than mix measured EU prices with estimated US ones, this page compares only what both sides measure the same way, which is strength. If a comparable US price series becomes available, we will add it.

How to read this data

These caveats come from DarePouch's own methodology note, and they apply to every number above:

  • One retailer's shelf, not the whole EU market. The index covers what DarePouch has on sale, around 600 products from 60 brands.
  • Shelf prices before volume discounts. Buying several cans usually costs less per can.
  • Nicotine products only. Caffeine or energy pouches with no nicotine are left out of the strength figures.

The data also says nothing about legality: whether a pouch can be sold in a given European country, or in a given US state, is a separate question. For the US, see our state-by-state guide.

Common questions

Frequently Asked Questions

On the shelf we track, yes. In the October 2026 DarePouch EU Pouch Index, 49.6% of the nicotine pouches on sale were over 12mg per pouch. None of the 43 products on FDA's authorized list are above 12mg; the strongest is 11mg.
The median shelf price on the DarePouch marketplace was €5.26 per can on October 1, 2026 (tax included, one can, before volume discounts), up from €5.04 in August and September.
The price of one can divided by the nicotine strength of one pouch. It lets you compare a 6mg can with a 20mg one on equal terms. It is not the cost of each milligram you actually consume, because the number of pouches per can varies.
We don't have US shelf prices measured the same way, on the same day each month, across a whole shelf. Rather than estimate, we only compare what both sides measure the same way: strength.
No. The EU figures describe what one retailer has on sale. They say nothing about whether a product is legal in a particular country, and the US figures only cover products FDA has authorized.
